Funny Sh*t that I saw at the library

Last weekend, the wife and I took our daughters to the library in Festus.  As we were walking out, I saw something at the bike rack that caught my attention.  I have posted below what I saw.  The more I looked at it the funnier it became to me.  The mental image of how this item came to be chained to the rack was absolutely hysterical.  Let me know what you think.
